The White House announced modifications adjusting Section 338 on certain imports from Canada, effective September 15, 2026, as well as implementing an import ban on certain Canadian goods, effective September 29, 2026. The announcement on September 8, 2026 is related to ongoing U.S. – Canada trade disputes involving alcoholic beverages, dairy products, and motor vehicles.
Effective September 15, Proclamations 11046 (Alcoholic Beverages) and 11048 (Motor Vehicles) are amended by adding additional HTS numbers in Annex I, Part A, and removing certain products subject to these tariffs that are listed in Annex I, Part B. These modifications will be effective for goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern time on September 15 and will be subject to an additional 50% duty rate. It is important to note that these tariffs will be assessed in addition to any applicable Section 232 tariffs.
Effective September 29, 2026, the United States will implement a ban on importations of specific Canadian origin goods. These goods include certain alcoholic beverages, dairy products, and motorcycles, among other products. Products that are imported prior to September 29, 2026, but not yet entered or withdrawn from warehouse for consumption by that date, will continue to be subject to the 50% Section 338 tariffs.
